RMV Evaluations for Palmer Drivers

After an OUI or DUI, an Immediate Threat determination or an interlock violation, most drivers need an RMV-required clinical evaluation before reinstatement is considered. We complete these evaluations for adults in Palmer. Villages and neighborhoods we serve include Bondsville, Thorndike and Three Rivers.

Palmer clients can meet with us by secure video from home, which means no drive to Medway. If you would rather meet face to face, our office is at 165 Main Street, Suite 111A, Medway, MA 02053.

Getting Your Evaluation Done from Palmer

Palmer is a rail and road crossroads where the Quaboag, Chicopee and Ware Rivers meet, with Route 20, Route 32 and a Massachusetts Turnpike (I-90) exit. Because a video appointment needs only a device and a connection, residents of Palmer can skip the drive and the parking and meet from home or work. If you are working toward reinstatement after an OUI or DUI, a local evaluation date and a clear plan matter.

Local Courts and RMV Offices for Palmer Drivers

OUI cases arising in Palmer are heard at Palmer District Court, 235 Sykes Street, Suite 3, Palmer, MA, which serves Brimfield, East Longmeadow, Hampden, Holland, Ludlow, Monson, Palmer, Wales, and Wilbraham. The nearest RMV Service Centers listed by the RMV include Springfield and Southbridge.

The RMV is separate from the courts. Even after your Palmer court case is resolved, the RMV may have its own requirements, including this evaluation, before your license is reinstated.

Which RMV Evaluation Do You Need?

Your RMV letter or hearing notice lists your requirements. We offer both evaluations the RMV typically asks for, separately or together:

  • Substance Abuse Evaluation with Risk of Recidivism: the most common requirement after an OUI, DUI or Immediate Threat suspension.

  • RMV Psychiatric Evaluation (Form MAB118): required when the RMV has concerns about mental health or medications.

  • Both, combined: one appointment at the combined rate.

What Is a Risk of Recidivism Assessment?

A risk of recidivism assessment is the clinician's written opinion on how likely you are to have another alcohol- or drug-related driving offense. It is attached to your substance abuse evaluation, which is why many people call it a "letter of recidivism." It draws on your substance use history, any prior offenses, the treatment and recovery steps you've taken, and your mental health history.

The RMV does not waive this requirement. Until it is completed, your suspension can remain in place indefinitely, so it's worth getting it done early.

How the Process Works

  1. Complete the quick form. Include your hearing date and your attorney's name if you have one.

  2. Meet with your clinician. A one-hour interview by secure video, or in person at our Medway office.

  3. We complete your report. Your substance abuse evaluation and risk of recidivism assessment.

  4. You receive your written report, which you can provide to the RMV so you can move forward with your hearing.

Turnaround: in as little as 48 hours when your hearing is close. Tell us your date and we'll prioritize accordingly.

Impaired Driving Data for Palmer

From 2021 to 2025, Palmer had 1,839 reported crashes. 127 were flagged for suspected alcohol, 44 for suspected drug use, and 6 were fatal.

Data come from the MassDOT IMPACT Crash Data Portal (accessed October 2026). Suspected alcohol and drug flags depend on what was recorded at the scene, so they probably understate impaired driving, and crashes are not the same as OUI charges.

For the research behind these evaluations, including OCD, medications and recidivism risk, see recidivism, mental health and RMV evaluations. Our full list of conditions we treat is also available.

For context, Palmer ranks 10th out of 16 towns we serve in the Pioneer Valley for total crashes recorded by MassDOT between 2021 and 2025. The Pioneer Valley page lists them all.
